VISA BULLETINから推測するＤＶ－２０１６の内容変更の可能性

そろそろ公示ではないかと思われていた「ＤＶ－２０１６」の申請ですが、９月８日の時点では
まだのようです。
いまか、いまかと待たれている方も多いのではないでしょうか？
ほとんど情報がございません。

５月公示の「ＶＩＳＡ　ＢＵＬＬＥＴＩＮ　ＪＵＮＥ　２０１４」で実施される方向で
進んではいるようですが、９月に入って１週間経ちましたがいまだ動きがありません。

上記の発表は、毎月発表されるＶＩＳＡ　ＢＵＬＬＥＴＩＮのＤＩＶＥＲＳＩＴＹ　ＶＩＳＡ　２０＊＊（ＤＶ－２０＊＊）　ＲＥＳＵＬＴＳ（ＤＶビザ抽選の結果）というカテゴリーにおいて、毎年一度だけ、次年度予定を発表しています。

そして過去１０年の発表を遡って調べてみた結果、一つの法則を導きだすことに成功したのです。
（オーバーでスミマセン。単なる推測の域を脱しておりません。ご了承ください。）

まず、２００４年から２０１０年の発表の際の文章はすべて同じ文言です。

Only participants in the DV-2011 program who were selected for further processing have been notified. Those who have not received notification were not selected. They may try for the upcoming DV-2012 lottery if they wish. The dates for the registration period for the DV-2012 lottery program will be widely publicized during August 2010.

要約すると・・
「今回は残念でしたが、望むなら次回の抽選に申し込みが可能です。詳細は８月に公表します。」という文言でした。

２０１１年は若干異なってます。

Only participants in the DV-2012 program who were selected for further processing have been notified. Those who have not received notification were not selected. They may try for the upcoming DV-2013 lottery if they wish. The dates for the registration period for the DV-2013 lottery program are expected to be widely publicized at some point during the coming months.

最後が８月ではなく、「今後数か月の内」に変ってます。
その年の公示は８月に行われたようですが、当選発表がオンラインでのみ行われるようになった
最初の年でした。
応募完了時に割り当て番号が与えられ、その番号で当選確認を行うシステム（現行）の導入の為、公示日を特定せずに発表したのではないかと推測します。

そして次の２０１２年と２０１３年より下記のように変わりました。

Dates for the DV-2014 program registration period will be widely publicized in the coming months. Those interested in entering the DV-2014 program should check the Department of State’s Visa web page for more details in September.

「９月に詳細を発表するから要チェックです」と変更になりました。
ずっと８月発表だったものが９月発表に変更となりましたが、申請に関しての大きな変更が無い
２年でした。

そして今年のもの（ＤＶ－２０１６））・・・

「９月」という言葉の変わりに、またしても「今後数か月の内」となりました。

これは、なんらかのシステム変更の予定があり、そのシステムの完成がその時点で確定していなかった事を意味しているのではないかと推測しました。

これ以上どんな変更が可能なのでしょうか？

さらなる電子化？
あるとすれば、エントリー申請の一時保存が出来るとか、添付写真に関する変更でしょうか。
もしくは、当選通知方法の変更。

まさかの有料化？
財政難の国ですから、この課金は可能性ゼロではないと思います。

従来であれば、すでに発表されていてもおかしくない日時のはずです。

米国政府の運営するサイトでは、ほとんどどこにも「ＤＶ－２０１６」に関する記事がないのですが、ひとつだけ発見しました。

今年のオンライン登録は、現在開いておりません。2014年10月の間に開くことになっています。

今のところのＤＶ－２０１６の唯一の公式アナウンスです。
政府からのなんらかの情報に則っての公示（フライング？）と思いますので、ＤＶ－２１０６がないという最悪の事態はなさそうで一安心です。

はたして私の推測の通り、なんらかの変更はあるのでしょうか！？
